Elizabeth Garbe, Senior Director, Government Relations and Public Policy, United Way of Salt Lake, spoke on the issue from an early childhood development perspective.
Simon Bolivar, Administrator, Child Care Licensing Program, Utah Department of Health, spoke on the issue from a licensing perspective.

Chair Handy introduced the interim study item list.
Rep. Owens moved to approve the interim study item list
Chair Handy informed the committee that they could vote to authorize the chairs to open committee bills on behalf of the committee on items on the study item list.
Rep. Dunnigan clarified the authority the chairs have regarding what bills they can open on behalf of the committee.
Rep. Dunnigan moved to adopt the study item list as it is and authorize the chairs to open bill files on behalf of the committee from the list.
Rep. Dunnigan asked a clarifying question of the chairs.
Legislation for Special Session: COVID-19 Grant Program Amendments
5.1 - H.B. 1004 "COVID-19 Grant Program Amendments"
Rep. Mike Schultz gave an overview of the draft legislation.
The committee discussed the draft legislation and asked questions of Rep. Schultz.
Chair Handy opened the meeting to public comment.
Kristen Schulz, Park City Tots, began comment regarding the child care agenda item. The chair agreed to return to the item to allow for public comment once the current agenda item concluded.
Wayne Bradshaw, Director of Policy, Utah League of Cities and Towns, spoke in favor of the draft legislation.
Rep. Schultz made concluding comments.
Sen. Winterton moved to favorably support the draft legislation, H.B. 1004 - "COVID-19 Grant Program Amendments," for the special session.
Child Care in Utah: Access and Affordability

Kristen Schulz, Park City Tots, commented in favor of increasing child care access, especially for mixed status families.
Gabriella Archuleta, Public Policy Analyst, YWCA Utah, spoke in support of expanded child care access, especially in regards to mixed status families, and urged the committee to act urgently on the matter, as families are in need now.

Casey Cameron, Executive Director, Department of Workforce Services, gave an overview of what the Department does.

Sen. Winterton moved to open a committee bill to move a small business grant program from the Department of Workforce Services to the Governor’s Office of Economic Development.
Kevin Burt, Assistant Deputy Director, Legislative Affairs Director, Department of Workforce Services, made closing comments.
