FY 2016 Appropriation

The Department of Human Resource Management (DHRM) is the central human resource office for the executive branch of the state. Department staff is responsible for the recruitment, performance management, statewide management liability training, classification, workforce planning, employee relations, and compensation functions as well as the state's human resource information systems.

While the administration and IT functions of DHRM are funded directly through General Fund appropriations, the majority of the funding for this department comes through its internal service fund (ISF). The ISF allows DHRM to charge participating agencies a set rate per full time employee equivalent (FTE) based on services provided. This funding arrangement provides increased funding flexibility for the legislature, and agencies, as well as improved accuracy in cost accounting.

DHRM currently provides services for 20,000 state employees. Of these employees, 18,400 are provided with direct HR services and 13,400 are provided with payroll services. All 20,000 employees have access to the employee gateway which includes employement profiles as well as access to benefits and salary information and forms, HR news, training opportunities, and other HR related information.

Appropriation Overview

During the 2015 General Session, the Legislature appropriated for Fiscal Year 2016, $15,731,800 from all sources for Human Resource Management. This is a 7.1 percent increase from Fiscal Year 2015 revised estimated amounts from all sources. The total includes $2,654,600 from the General/Education Funds, an increase of 1.9 percent from revised Fiscal Year 2015 estimates.

Under the terms of Section 63J-1-603 of the Utah Code, the Legislature intends that appropriations provided for the Career Service Review Office in Laws of Utah 2014, Chapter 6, Item 3 shall not lapse at the close of fiscal year 2015. The use of any nonlapsing funds is limited to $250,000 for Human Resource Enterprise system rebuild and $50,000 for Statewide Management Training.


The Department of Human Resource Management is comprised of two distinct line items. The first receives funding from the General Fund and is responsible for department oversight and IT projects. The second is an internal service fund and receives funding from the agencies it serves. The internal service fund prodives the bulk of the day-to-day HR operations.
