FY 2016 Appropriation

The School and Institutional Trust Lands Administration (SITLA) manages a land portfolio granted by Congress with the mission to generate revenues for state public schools, hospitals, teaching colleges, and universities. The revenues come from:

  • Oil, gas, and mineral leases, rents, and royalties
  • Real estate development and sale
  • Surface estate sales, leases, and easements

The revenues go into individual trust funds, which are invested by the State Treasurer. The income earned from each trust fund is distributed to its beneficiary.

Funding Issues

Federal Land Exchange

SITLA continues to work on land exchanges with the federal government. The Legislature has been appropriating one-time funding (usually $300,000) since FY 2011. The agency is requesting another $300,000 for FY 2016.

Land Stewardship Projects

This is a request for addition funding for additional land stewardship projects, such as road maintenance, erosion control, etc.

Reduction of SITLA Capital Development Projects

Due to the downturn in the economy, SITLA has reduced its capital development projects and the need for this funding is no longer there.

RS 2477 Analyst

SITLA is working with the Public Lands Policy Coordinating Office to help counties resolve the RS 2477 issues involving trust lands. The Legislature has been appropriating $46,300 one-time for temporary staff since FY 2008.

Transfer Environmental FTE

The agency is requesting the transfer of environmental staff from the Operations line item to the Lands Stewardship line item.

Trust Lands Auditor

This request is for addition auditing staff.
Appropriation Overview

During the 2015 General Session, the Legislature appropriated for Fiscal Year 2016, $17,714,600 from all sources for School and Inst Trust Lands. This is a 7.3 percent reduction from Fiscal Year 2015 revised estimated amounts from all sources.
