The Physical Disabilities Home and Community-based Services Waiver is also a Medicaid waiver program allowing the use of Medicaid funds outside of the standard institutional setting. The Physical Disabilities Waiver provides monthly expenditure allocations between $727 and $3,104 to people with severe physical disabilities involving the loss of the use of two or more limbs that are able to live independently with the aid of a personal attendant. Without this assistance, they would likely be in a nursing home. Each service plan is based on the level of care required by the person. The person is responsible for hiring, training, and supervising the attendant. An intermediate organization handles payment and other payroll functions necessary in connection with individuals hired by service recipients.
During the 2015 General Session, the Legislature appropriated for Fiscal Year 2016, $2,019,800 from all sources for Physical Disabilities Waiver. This is a 0 percent change from Fiscal Year 2015 revised estimated amounts from all sources. The total includes $554,500 from the General/Education Funds, an increase of 0.7 percent from revised Fiscal Year 2015 estimates.

The Physical Disabilities Waiver is considered a statewide program including all rural areas and is open to all residents of Utah with intellectual disabilities eligible for care. There is no statutory requirement for distribution of funds or allocation of slots by geographic region. The Division of Services for People with Disabilities (DSPD) "does not distribute funds based on location, but rather based on the unique needs of the individual receiving services. Persons are not brought into DSPD services based on location but rather the severity of their needs, and those with the most severe needs are brought into services first . . . DSPD serves Utahns in greatest need of services without consideration of their location."
