This waiver program (meaning a waiver from normal Medicaid statutory requirements) permits Medicaid funding for services to the elderly in non-institutional settings. These services allow seniors to maintain their independence and postpone the potential need for an institutional placement. Medicaid requires that the cost of services not exceed the cost of nursing homes.
During the 2015 General Session, the Legislature appropriated for Fiscal Year 2016, $1,713,900 from all sources for Aging Waiver Services. This is a 65.4 percent increase from Fiscal Year 2015 revised estimated amounts from all sources. The total includes $1,902,000 from the General/Education Funds, an increase of 12.4 percent from revised Fiscal Year 2015 estimates.

The Aging Waiver program is offered statewide and is administered through the 12 area agencies on aging for the following counties: Box Elder; Cache; Rich, Davis; Beaver;Garfield; Iron; Kane; Washington; Summit; Utah; Wasatch; Salt lake; San Juan; Juab; Millard; Piute; Sanpete; Sevier; Wayne; Carbon; Emery; Grand; Tooele; Duchesne; Uintah; Morgan; Weber. Distribution is "based on the federal poverty level of 100%; population; demographics, geographic area, race/ethnicity and Level of Care LOC/ ADLs and IADLs; county funding and available provider services." UCA 62A-3-108 establishes criteria and also governs the distribution of these funds.
