In cooperation with the Division of Public Utilities (Department of Commerce), the Administration section functions largely to initiate investigations where utilities may be in violation of laws or rules or not operating in the public interest, and to set proper utility rates for service.
During the 2015 General Session, the Legislature appropriated for Fiscal Year 2016, $2,398,000 from all sources for Administration. This is a 37.6 percent reduction from Fiscal Year 2015 revised estimated amounts from all sources.
The top three performance measures identified by Administration are 1) Complaints 2) Consistent Record, and 3) Rates.
Complaints
The Commission has established a goal to respond to public questions and complaints within three business days. Depending on the type of question or complaint, some responses may take additional time because of investigation needs or certain required filing or rule processes.
Consistent Record
The Commission's goal is to post filings to the website within three business days. Further, success is determined in part when cases are appealed and upheld by the Utah Supreme Court. One case was appealed to the Utah Supreme Court in July 2014 and was upheld by the high court.
Rates
The Commission monitors prices of electric and natural gas services in Utah and the other states where each utility provides services. The chart reflects a multistate comparison for PacifiCorp and Questar Gas.
