FY 2016 Appropriation

Funding is to pay Grand Jury expenses when one is convened. The Act also authorized a Grand Jury Prosecution budget. These two items were combined for presentation on a year-to-year basis.

Appropriation Overview

During the 2015 General Session, the Legislature appropriated for Fiscal Year 2016, $800 from all sources for Grand Jury. This is a 0 percent change from Fiscal Year 2015 revised estimated amounts from all sources. The total includes $800 from the General/Education Funds, a change of 0 percent from revised Fiscal Year 2015 estimates.

Statute

UCA 77-10a-20 creates a separate line item for grand jury expenses and authorizes payment of those expenses, as well as the expenses of a special prosecutor, when used.

The Legislature enacted the Grand Jury Reform Act in 1997 that created a separate line item for this purpose to help local governments use more discretion calling for a grand jury as prior to this point the ability was open-ended.

Under Section 63J-1-603 of the Utah Code, the Legislature intends that the appropriations provided for in the Grand Jury line item not lapse at the close of Fiscal Year 2015.
