Public Lands Office Travel

The Public Lands Policy Coordinating Office (PLPCO) is collecting evidence for litigation of R.S. 2477 roads by taking depositions of witnesses who have knowledge of roads and their uses prior to 1976, and by obtaining video/GPS information by driving the roads in question. Reducing travel for staff involved in the evidence collection process would increase the time it takes for PLPCO to achieve its goals for the number of depositions taken and the miles of roads recorded with video/GPS.
Appropriation Overview

During the 2015 General Session, the Legislature appropriated for Fiscal Year 2016, $7,320,800 from all sources for Public Lands Policy Coordinating Office. This is a 189.9 percent increase from Fiscal Year 2015 revised estimated amounts from all sources. The total includes $4,717,900 from the General/Education Funds, an increase of 452.6 percent from revised Fiscal Year 2015 estimates.

Intent Language

HB0003: Item 116

Under the terms of 63J-1-603 of the Utah Code, the Legislature intends that appropriations provided for the Public Lands Policy Coordinating Office in Item 24, Chapter 5, Laws of Utah 2014, shall not lapse at the close of FY 2015. Expenditures of these funds are limited to litigation expenses: $800,000.
