Chair Sagers called the meeting to order at 8:15 a.m.
Approval of Minutes
Sen. Anderegg moved to approve the minutes of the February 8, 2019 meeting.
Debt Service Adjustments
Mr. Brian Wikle, Senior Economist, Office of Legislative Fiscal Analyst (LFA), explained the Debt Service Adjustments Budget, with revised appropriations and bond adjustments.
Sen. Anderegg asked if these are "must fund" obligations with a response from Mr. Wikle. Chair Sagers clarified these obligations for the public.
Requests for Appropriation
Rep. Francis D. Gibson presented a request for appropriation for a Snow College Student Facility Project.
Rep. Knotwell and Mr. Jason Rasmussen, Public Works Director, South Jordan City, explained an appropriation request for Direct Potable Reuse (DPR) Water Purification Pilot Project.
Rep. Hutchings presented a request for appropriation for a Revolving Loan Fund: Energy Efficiency Fund.
Rep. Ivory asked about the loan of the appropriation request.
Non-state Funded Capital Development Requests
Mr. Sal Petilos, Director, Department of Alcoholic Beverage Control (DABC) explained the services the DABC provides, and a request for a DABC Downtown Store Relocation.

Ms. Ruth Watkins, President, University of Utah (UofU), mentioned that the UofU has two requests for non-state funded facilities. Dr. Mary Beckerle, Director, Huntsman Cancer Institute, with the assistance of Mr. Ben Tanner, Executive Director, Huntsman Center Hospital, gave an overview of the approval of a request for the UofU Huntsman Cancer Hospital Women's Center.

Sen. Mayne asked about the roads coming into the Cancer Center.
President Watkins introduced Mr. Mark Harlan, Director of Athletics, UofU. Mr. Harlan gave an overview for a non-state funded request approval for the UofU Rice Eccles Stadium South End Zone Upgrade.

Chair Sagers asked about the game against Michigan, with a response from Mr. Harlan.
Mr. Dave Cowley, Administrative Vice President, Utah State University (USU), explained six non-state funded capital development project requests. The projects are: (1) an Information Technology Services Building, (2) a Moab Academic Building, (3) a Mountain View Residence Hall, (4) an East Parking Terrace with 600 Stalls, (5) a Space Dynamics Lab Research Building, and (6) a Space Dynamics Lab High Bay Building.

Chair Sagers asked if the topography on the Moab building project adds to the cost, with a response from Mr. Cowley. Mr. Cowley continued with his presentation.
Prioritizations and Voting
Mr. Wikle gave an overview of some of the motions for prioritization and voting.
Sen. Anderegg asked a question about the voting, with a response from Mr. Wikle.
Sen. Anderegg moved to approve motions 1-9 as listed.
Sen. Hinkins asked about one of the motions, with a response from Mr. Wikle. Mr. Wikle explained the remaining motions.
Sen. Hinkins asked about motion 10f, with a response from Mr. Wikle.
Rep. Musselman asked if motion 10 was listed in priority, and expressed concern on labor shortages.
Rep. Brammer and Chair Sagers made comments about the priority list and motion 10.
Rep. Ivory asked about transparency in the ranking, with a response from Chair Sagers. Rep. Ivory also asked about the priority list.
Rep. Ivory moved to include the full amount of 10u, SUU Technology, Engineering, & Design Building.
Sen. Cullimore, and Sen. Harper asked clarifying questions on the motion with a response form Rep. Ivory.

Chair Sagers asked if there was any discussion to the interim items listed on number 12 of the motion sheet.
Sen. Anderegg made a comment that item 12j is attached to a bill, so it will probably not be included as a study item.

Sen. McCay made a request that the Chairs add to the list anything not funded, but on the priority list.
Sen. Harper moved to approve the list on motion 13 a to 13 l.
6-IGG Voting Results
2019 Interim Study & Discussion Planning
Mr. Wikle told the committee that a couple of agencies have interim ideas for study. The Department of Technology Services (DTS) would like to study Blockchain Technology and Data Security. The Department of Administrative Services (DAS) would like to study Earthquake Insurance and Procurement issues. There are also items to report.
Mr. Jason Davis, Deputy Director, Utah Department Of Transportation (UDOT), explained that UDOT would like to have an interim study of low altitude flight routing, flight corridors for package delivery drones, low altitude air space from North Ogden to Spanish Fork.
Sen. Buxton said that Deseret Unmanned Aerial Systems (UAS) should be included in the UDOT study. The Chair will take the prerogative of adding that to the list of Interim Study suggestions.
