Rep. Robert Spendlove presented the request for the Cottonwood Canyon Ski Bus Traffic Bypass Pilot with the assistance of Casey Hill, Central Wasatch Commission.
Agency State-funded Capital Development Requests
3a-Courts - Manti Sixth District Courthouse
Chris Talbot, Court Facilities Director, Utah State Courts, presented the budget request for the Manti Sixth District Courthouse with the assistance of, David Mortensen, Chair, Court Facilities Committee.
Sen. Hinkins asked about funding clarification for Wayne County. Chris Talbot responded.
Sen. Mayne asked about regulations and liability. Chris Talbot responded.
Rep. Sagers asked a question about case load. David Mortensen responded.
Mike Rapich, Colonel, Utah Highway Patrol, presented the funding requests for the Department of Public Safety (DPS) Brigham City Consolidated Building with the assistance of Kristy Rigby, Deputy Commissioner, DPS.

Dan Clark, Construction Manager, Utah State Parks and Recreation, presented the State Parks New Quail Creek Campground funding request with the assistance of Scott Strong, Chief Financial Officer, Utah State Parks and recreation.
Sen. Hinkins commented on the need to fund state parks.
Rep. Brooks commented on accessibility and the expansion project.

Drew Cushing, Fisheries Program Coordinator, Division of Wildlife Resources (DWR), presented on the funding request for Loa Fish Hatchery with the assistance of Ron Nielson, DWR.

Sen. Harper commented on improvements in service in UTA.
Sen. Brammer asked about numbers for ridership and reliability of UTA. Kent Millington responded.

Sen. Cullimore spoke about the Safe Harbor Crisis Center funding requests, with the assistance of Kristen Floyd, Executive Director, Safe Harbor Domestic Violence and Sexual Assault Crisis Center, and Solomon Oberg, Chief, Kaysville Police.
Rep. Maloy asked about data collection for the statistics. Kristen Floyd responded.
Rep. Shurtliff asked about what the funding will provide and if it will include the construction of the facility. Kristen Floyd responded.
Sen. Henderson asked for clarification on a slide. Kristen Floyd responded.
Sen. Cullimore asked about the different divisions that use the safe harbor crisis facility. Kristen Floyd responded.
Rep. Shurtliff commented on the importance of the YCC in Ogden and other safe harbor centers.
Sen. Hinkins introduced the presentation for Innovation Enhancement and Road Maintenance for Rep. Hutchings. Travis Wood, lobbyist, Bedrock Roads, and Ron Hatfield, Bedrock Roads, presented the budget request.
Sen. Hutchins asked for elaboration on work on the Navajo reservation. Travis Wood responded.
Rep. Shurtliff asked about former use of the Bedrock product. Travis Wood responded.
Sen. Henderson asked if it's common for private companies to come to the legislature to circumvent UDOT and ask the legislature for money. Ron Hatfield and Travis Wood responded.
Chair Sagers spoke about a funding request for a third lane from I-80 to SR-36 and a funding request for Wendover Airport.
Sen. Hinkins spoke about a request for funding for the Wayne County courthouse and jailhouse.
Rep. Sagers commented about how Orem paid for its Courthouse.
Sen. Hinkins moved to approve the minutes.
Sen. Henderson moved to adjourn.
