Leah Blevins, Audit Manager, Office of the Legislative Auditor General, introduced audit report #2021-04, A Performance Audit of the Utah State Board of Education's Internal Governance.
Mathias Boone, Audit Supervisor, Office of the Legislative Auditor General, presented audit report #2021-04.
Leah Blevins and Mathias Boone responded to questions from the committee.
Sen. Johnson assumed the chair.
Sydnee Dickson, State Superintendent of Public Instruction, Utah State Board of Education, provided an agency response to audit report #2021-04 and responded to questions from the committee.

Rep. Ballard moved to approve the June 16, 2021, committee meeting minutes.
Return to School Update
Michael Curtis, Managing Associate General Counsel, Office of Legislative Research and General Counsel, provided a summary of legislation passed during the 2021 General Session and Special Sessions related to education, provided a status update on the U.S. Department of Education's civil rights investigation on Utah statutes regarding face covering requirements, and responded to questions from the committee.
David Woolstenhume, Commissioner, Utah System of Higher Education, introduced the Utah System of Higher Education's Return to School Update presentation.
Spencer Jenkins, Chief Student Affairs Officer, Utah System of Higher Education, presented the Utah System of Higher Education's Return to School Update and responded to questions from the committee.
Sydnee Dickson presented the Utah State Board of Education's K-12 Return to School Update and responded to questions from the committee.
Michael Curtis provided an answer to a question previously asked during the meeting by Rep. Ballard.
Mental Health Supports for Students and Staff
Christy Walker, Safe and Healthy Schools Coordinator, and Ashley Lower, Behavioral Specialist, Utah State Board of Education, presented on mental health support programs for students and staff in Utah and responded to questions from the committee.
Jennifer Covington, Superintendent, and Darren Dean, Director of Personnel and Student Services, Murray School District, presented on Murray School District's mental health support programs and responded to questions from the committee.
Jason Strate, Director, Central Utah Education Services (CUES), and Cade Douglas, Superintendent, Sevier School District, presented on CUES and Sevier School District's mental health support programs and responded to questions from the committee.
Rep. Watkins moved to adjourn the meeting.
Chair Johnson adjourned the meeting at 10:49 a.m.
