Call to Order/Approval of Minutes
Chair Owens called the meeting to order at 8:00 a.m. and introduced the members of the subcommittee.
Budget Overview (EAC Instructions, Tools, Base Budget Bill)
Gary Syphus provided the LFA introduction with a brief overview of the budget highlighting among others: tentative schedule, process, EOCJ Base Budget Bill, Compensation Bill, ISF Fee Bill, and additional tools.

Gary Syphus responded to questions from Rep. Romero asking for clarification of possible allocations for sexual assault and domestic violence victims being in the Base Budget. She also asked if that funding comes through this committee. He then continued his presentation.
Division of Juvenile Justice and Youth Services
Gary Syphus gave a brief overview of the Division of Juvenile Justice and Youth Services (JJYS). The Division of Juvenile Justice has merged with the Youth Division of the Department of Health and Human Services.
Brett Peterson, Director, JJYS, delivered a presentation which included a statement of their mission and vision, along with youth services programs and building block requests. He responded to questions from Rep. Musselman and Sen. Plumb asking for clarification related to the chart, "Nightly Counts in JJYS Programs by Fiscal Year and Quarter."
DCFS & JJYS Provider Continuum & Medical Parity
April Graham, Deputy Director, discussed requests for renovations of three aging secure housing units.
JJYS Renovations
April Graham and Brett Peterson responded to questions from committee members. Topics included, staffing, Medicaid rate and parity, percentage of youth ending up in the adult system, and collaboration with community resources.
State Auditor
Joseph Fitzgerald introduced the LFA presentation of the Office of the State Auditor and noted there would be one budget request - State Privacy Officer Training and Support Staff.
4a-OSA - FY24 Budget Presentation
Auditor Dougall introduced his office and noted that his office provides Utah tax payers and government officials with an independent assessment of financial operations, statutory compliance and performance management for state and local governments.
Alex Nielson, Senior Data Analyst, Office of the Auditor, discussed property evaluation and the use of the property dashboard.
Auditor Dougall responded to questions from Sen. Owens and Rep. Burton related to property evaluation.
Alex Nielsen continued his presentation and addressed questions from Rep. Dunnigan and Sen. Owens related to the property dashboard,
Auditor Dougall, assisted by Alex Nielson, highlighted a new website - transparent.utah.gov. He focused on a variety of tools to make a myriad of information available to consumers.
Auditor Dougall, assisted by Tanner Cox, Research Analyst, addressed Project Kids which is a special performance audit that integrates financial, operational, and performance data to improve data-driven decision making in Utah K-12 public education.
Auditor Dougall discussed financial audits: cost of auditing trend, local government oversight, subpoenas issued, special projects, OSA compensation increases, and OSA appropriations by source. He addressed questions from Rep. Gwynn related to subpoenas.
Dr. Whitney Phillips, State Privacy Officer, introduced the Office and made a budget request.
Rep. Burton moved to approve the minutes of the October 18, 2022 meeting.
Colorado River Authority of Utah
Joseph Fitzgerald provided the LFA presentation for the Colorado River Authority which is housed in the Office of the Governor. The Authority works with other Colorado River Basin states to develop a plan for conservation of the Colorado River.
Fiscal Year 2023 Work Plan
Amy Haas, Executive Director, Colorado River Authority of Utah, provided a brief presentation in which she stated the statutory mandate they were given is to protect, conserve, use and develop Utah's Colorado River system water. Two goals were established: (1) create a tribal seat on the Authority Board, and (2) create a government to government relationship between the federally recognized Utah tribes within the Colorado River system and the Authority.
Colorado River Management Plan
Danny Schoenfeld, Director of Administration, Colorado River Authority of Utah, offered a brief overview of their funding.
Amy Haas focused on accomplishments since the inception of the Authority which are: Colorado River Management 5-year strategic plan, creation of the advisory councils, staffing, and interstate engagement.
Director Haas responded to a question from Rep. Burton related to the need for sufficient support in the event of legal action?

Gary Syphus introduced S.B. 8 and the Internal Service Fund Bill.
