FY 2016 Appropriation

This bureau is responsible for the operation and maintenance of the ORS technical environment which includes the Office of Recovery Services Information System (ORSIS), Content Manager (electronic filing system), Adobe LiveCycle (document generation system), a client server subsystem, and Local Area Network (LAN) support among other programs. It is responsible for coordinating efforts with the state Department of Technology Services. Electronic Services is also responsible for the telecommunications needs of ORS. This includes operation of the ORS Automated Information System which provides an automated method for both custodial and non-custodial parents to check on the status of payments.

Appropriation Overview

During the 2015 General Session, the Legislature appropriated for Fiscal Year 2016, $8,193,800 from all sources for Electronic Technology. This is a 4.2 percent reduction from Fiscal Year 2015 revised estimated amounts from all sources. The total includes $2,928,700 from the General/Education Funds, a reduction of 3.9 percent from revised Fiscal Year 2015 estimates.

SB0002: Item 84

The Legislature intends the Office of Recovery Services report to the Office of the Legislative Fiscal Analyst by September 1, 2015 regarding implementation of 2014 General Session fee increases and a detailed listing of the intended uses of the additional fee revenue with associated amounts.


SB0007S01: Item 29

The Legislature intends that the Department of Human Services report on the following performance measures for the Office of Recovery Services line item: (1) ORS Total Collections (Target = $250 million), (2) Child Support Services Collections (Target = $215 million), and (3) Ratio: ORS Collections to Cost (Target = > 5.9 to 1) by January 1, 2016 to the Social Services Appropriations Subcommittee.
