The Utah Water Research Laboratory (UWRL) works with academic departments at USU to generate, transmit, apply, and preserve knowledge in ways that are consistent with the land-grant mission of the University. The laboratory also works with governments and the private sector on water-related issues, including quality, distribution, and usage. The laboratory not only provides service to all of Utah, but has helped solve water-related problems on other states and nations. The water research lab receives 2.25 percent of the mineral lease royalties annually. It also receives 1.66 percent of the deposits to the Land Exchange Distribution Account.
During the 2015 General Session, the Legislature appropriated for Fiscal Year 2016, $3,724,600 from all sources for Water Research Laboratory. This is a 2.3 percent increase from Fiscal Year 2015 revised estimated amounts from all sources. The total includes $1,912,400 from the General/Education Funds, an increase of 4.6 percent from revised Fiscal Year 2015 estimates.
In addition to statewide compensation and internal service fund cost increases, the following appropriation adjustments were made during the 2015 General Session:
Students Supported, Research Projects and Training, Counties with Projects
Performance measures for the Water Research Laboratory include the number of students supported by the UWRL, the number of UWRL projects, and the number of Utah counties with those projects.
The following laws govern the Water Research Lab:
- UCA 59-21-2 (2) provides for an annual appropriation of 2.25 percent of all deposits made to the Mineral Lease Account to the Water Research Lab.
- UCA 53C-3-203 (4) provides that 1.66 percent of Land Exchange Distribution Account deposits be appropriated to the Water Research Lab for water development in the state.
