FY 2016 Appropriation

The Firefighter Training program funds contractual firefighting training at Utah Valley University for the training of the state's 240+ fire departments and over 5,800 fire fighters. (Over 90 percent are volunteers.)

The Firefighter Training School is physically located at Utah Valley University in Orem and at the Provo airport. Such training requires specialized areas where live fire fighting training can be conducted with relative safety to the community.

This training helps ensure that firefighters are properly trained to handle any fire disaster that might occur in the state. Utah Valley University currently offers training for firefighters throughout the state.

Appropriation Overview

During the 2015 General Session, the Legislature appropriated for Fiscal Year 2016, $4,062,300 from all sources for Fire Marshall - Fire Fighter Training. This is a 17.1 percent reduction from Fiscal Year 2015 revised estimated amounts from all sources.

Enactment of this legislation likely will not materially impact state revenue. Enactment of this bill could reduce the Department of Public Safety's annual expenditure from the Fire Academy Support restricted fund by $68,300 beginning in FY 2016 by shifting the state fire marshal and deputy state fire marshals from the state employee or public safety retirement systems to the firefighter retirement system.

During the 1993 General Session of the Legislature, a tax on property insurance premiums was enacted to establish a funding source for a fire academy in the state. These funds are deposited into a restricted fund for training firefighters.

Under section 63J-1-603 of the Utah Code, the Legislature intends that appropriations provided for The Department of Public Safety - Programs and Operations line item not lapse at the close of Fiscal Year 2015.

The Legislature intends that the department is authorized to increase its fleet by the same number of new officers authorized and funded by the legislature for FY 2016
