Sen. Anderegg moved to approve the minutes from June 19, 2019.
Workforce Overview
Greg Paras, Deputy Director, Department of Workforce Services, and Nate McDonald, Assistant Deputy Director, Department of Workforce Services, presented on the strengths and weaknesses of the state's current and projected workforce.
2a & 3a - Workforce Overview (DWS)
The committee asked questions of the presenters.
Apprenticeship Programs
Greg Paras, Deputy Director, Department of Workforce Services, and Nate McDonald, Assistant Deputy Director, Department of Workforce Services, presented on the state's newly created apprenticeship programs and introduced the newly appointed Commissioner of Apprenticeship Programs.
2a & 3a - Workforce Overview (DWS)
The committee asked questions of the presenters.
Community Services Block Grant
Jonathan Hardy, Director of of Housing and Community Development, Department of Workforce Services, and Rebecca Banner, Assistant Director of Housing and Community Development, Department of Workforce Services, presented a report on the department's plan related to the community services block grant.

Barriers to Workforce Entry: Childcare shortage
Rep. Harrison presented on issues related to the lack of quality affordable childcare, including how it relates to the state's workforce shortage.
Anna Thomas, Policy Analyst, Voices for Utah Children, spoke to how the lack of quality childcare affects the children of the state.
Page Checketts, Founder/Executive Director, Utah Childcare Cooperative, presented on solutions for the shortage in quality childcare.
Rep. Harrison spoke to draft legislation, "Workforce Development Incentives Amendments," which is a refile of 2019 General Session H.B. 333.
6a - Workforce Development Incentives Amendments (2020 General Session Draft Legislation)
6b - White Paper (Utah Child Care Cooperative)
Cory Holdaway, Utah Private Childcare Association, spoke in favor of the draft legislation, both the current draft bill and the previous 2019 General Session bill.
The committee asked questions of the presenters.
Ben Hart, Deputy Director, Governor's Office of Economic Development, spoke in favor of the draft bill, elaborating that there are a lot of businesses interested in providing what the bill would incentivize should it pass.

Utah Cultural Alliance
Crystal Young-Otterstrom, Executive Director, Utah Cultural Alliance, presented a report on the economic impact of the creative industries in the state.
Rep. Arent moved to make Rep. Harrison's draft legislation, “Workforce Development Incentives Amendments,” a committee bill.
Rep. Roberts requested a clarification on the draft legislation.
Chair Winder ruled on a point of order regarding the motion made by Rep. Arent.
Rep. Arent moved to go back to agenda item #6 to discuss the draft legislation as there was now a quorum present.
Barriers to Workforce Entry: Childcare shortage
Rep. Arent moved to make Rep. Harrison's draft legislation, “Workforce Development Incentives Amendments,” a committee bill.
Rep. Roberts asked Rep. Harrison clarifying questions regarding the draft legislation.
Rep. Harrison answered questions of the committee regarding the draft legislation.
Peter Asplund clarified a term in the bill for the committee.
Sen. Anderegg explained his reasons for sponsoring the 2019 General Session bill and for supporting the motion to make the draft legislation a committee bill.
Sen. McCay asked a clarifying question of Rep. Harrison.
Peter Asplund answered Chair McCay on behalf of Rep. Harrison regarding language in the draft legislation.
Sen. McCay expressed his concerns regarding the broad discretionary language in the draft legislation.
Rep. Harrison responded to Sen. McCay's concerns and suggestions.
Peter Asplund made a clarifying comment.
Rep. Harrison responded to Peter Asplund's comments regarding changing language in the draft legislation.
Sen. McCay moved to move on to the next item on the agenda and to ask the draft legislation sponsor to bring the draft legislation back to the committee in a month or two, allowing time to work on the concerning discretionary language.
Sen. Anderegg spoke to the motion, clarifying the intent of the motion regarding the discretionary language and indicating his preference for keeping the discretionary language in the draft legislation in order to constrain what the Governor's Office of Economic Development can do and simply striking the line. Sen. Anderegg spoke against Sen. McCay's motion to move on to the next item on the agenda.
Rep. Dunnigan spoke in support of clarifying the discretionary language in the draft legislation.
Rep. Owens spoke in support of the motion made by Sen. McCay to clarify the language of the draft legislation and bring the draft legislation back to the committee at a later date.
Rep. Harrison responded to Rep. Owens' questions.
Rep. Owens reiterated his support for clarifying language in the draft legislation and for the motion to move on to the next agenda item and to bring the draft legislation back to the committee at a later date.
Rep. Arent asked Rep. Harrison a question regarding clarifying information she received from Governor's Office of Economic Development regarding the language.
Rep. Dunnigan called the question on the motion.
Rep. Dunnigan made a point of order.
Chair Winder ruled on the point of order and took a vote on the motion to call the question.
Sen. McCay moved to move on to the next agenda item and to bring the draft legislation back at another committee meeting to allow time for cleaning up of language that would clarify intent regarding the discretionary allowance to the Governor's Office of Economic Development.
Rep. Arent summarized the reasons for her original motion to make the draft legislation a committee bill.
Barriers to Workforce Entry: Family leave policies
Rep. Elizabeth Weight, presented on draft legislation, "Family Leave Amendments," which makes changes to the 2019 General Session H.B. 442.
7a - Parental Leave Amendments (2020 General Session Draft Legislation)
The committee asked questions of Rep. Weight.
Rep. Roberts moved to adjourn.
