Chair Ward asked if additional information would be useful, and Angela Pinna, Division Director, Department of Health and Human Services (DHHS), responded.

Rep. Judkins asked about nursing home payment limits, and Nate Checketts, Deputy Director, DHHS, responded.
Rep. Ivory moved to approve the staff recommendations on slides 23 and 25.
Chair Ward moved to direct the Chairs of the Social Services Appropriations Subcommittee prepare a letter for the Executive Appropriations Committee (EAC) requesting that funding FY 2024 mandated additional needs cost increases for individual services with the Division of Service for People with Disabilities be included in the FY 2024 Social Services Base Budget Bill.

Kimberly Madsen, Sean Faherty, and Russell Frandsen introduced the performance measures.
Rep. Thurston asked how providers will be found when there is a shortage, and Sean Faherty responded.
Rep. Judkins asked which subcommittee was funding the program, and Sean Faherty responded.
Rep. Dailey-Provost moved the Legislature intends that the Department of Health and Human Services keep the $2,629,500 excess ongoing General Fund provided for 2021GS - Caregiver Compensation Amendments (2021 G.S. - S.B 63) and use the funding to maintain caregiver compensation for caring for minor and adult children currently paid for by the federal government during the public health emergency starting in FY 2024 to the extent funds are available. (Explanatory notes: This action lets the agency keep the excess ongoing funds, but still sweeps the onetime excess funds in FY 2023.)

Russell Frandsen discussed the electronic cigarette tax.
Rep. Judkins moved to approve proposed performance measures and targets listed for (1) Health and Human Services in the document entitled "Line Item Performance Measures" and dated 10/14/2022 and (2) Workforce Services in the document entitled "2022 General Session Line Item Performance Measures with DWS Recommended Changes." Additionally, authorize staff to add all the technical parts (statutory reference, reporting dates, mission statements, etc.) of the performance measure intent language needed for inclusion in the Social Services Base Budget. Additionally, Rep. Judkins moved that legislative staff shall work with the Department of Health and Human Services to include at least one performance measure for (1) client quality of Medicaid healthcare received and (2) agency performance with Medicaid providers for inclusion in the Social Services Base Budget bill.
Sen. Weiler moved to direct staff to align reports with the timing of the accountable base budget.
