2 - Approved 2024 Study Items List
Finn Rose, Policy Analyst, Office of Legislative Research and General Counsel, presented on the 2024 study items list.
Chair Pierucci moved to add a study item related to public education school safety, including safety issues at school activities and a report from the School Security Task Force.
Rep. Clancy moved to add a study item to identify and remove requirements, including reporting requirements, that may be burdensome for the state's systems of education.
Sen. Riebe moved to add a study item related to the use of FTEs and class sizes.
Rep. Lisonbee moved to add a study item related to funding. Specifically, as the committee reviews public education and higher education programs, identify those with funding attached that could be reviewed by the Public Education Appropriations and Higher Education Appropriations Subcommittees.
Sen. Johnson moved to adopt the study items list as amended.
Sen. Johnson moved to grant the chairs the authority to open committee bill files and notify the committee of the files the chairs opened.

Leah Blevins, Audit Manager, and Morgan Hagey, Legislative Performance Auditor, Office of the Legislative Auditor General, presented on A Performance Audit of the Teacher and Student Success Program: A Policy Question of Oversight versus Local Control.

Tom Tillman, Principal, Alpine School District, on the implementation of the Teacher and Student Success Program at Legacy Elementary.

Geoff Landward, Commissioner, and Nate Talley, Deputy Commissioner, Utah System of Higher Education, presented on the Utah Board of Higher Education's recent decision to raise tuition and fees at the state's degree-granting institutions of higher education, including the board's process and outcomes.
Sen. Johnson assumed the chair.
Zac Whitlock, Outgoing Student Body President, Utah Valley University, presented on student involvement in discussions on tuition and fee increases.
Brad Mortensen, President, Weber State University, and Taylor Randall, President, University of Utah, presented on their universities' tuitions and fees and provided updates on how their institutions are implementing 2024 General Session H.B. 261, Equal Opportunity Initiatives.
