FY 2016 Appropriation

The State Approving Agency (SAA) is responsible for approving and supervising programs in educational institutions and training establishments in Utah, which offer education and training to veterans and other eligible persons under provisions of the Veterans Education Assistance Program. These programs must have SAA approval before veterans and other eligible persons may receive educational benefits (GI Bill) from U.S. Department of Veterans Affairs under the authority of Title 38, U.S. Code and Chapter 1606 Title 10. Annual review and re-certification of schools and curriculum is required to be performed by the SAA.

Appropriation Overview

During the 2015 General Session, the Legislature appropriated for Fiscal Year 2016, $140,200 from all sources for State Approving Agency. This is a 7 percent increase from Fiscal Year 2015 revised estimated amounts from all sources.

Under terms of Section 63J-1-603(3)(a) Utah Code Annotated, the Legislature intends that appropriations provided for the Department of Veterans' and Military Affairs in item 2, Chapter 12, Laws of Utah 2014 not lapse at the close of Fiscal Year 2015.

Under terms of Section 63J-1-603(3)(a) Utah Code Annotated, the Legislature intends that appropriations provided for the Department of Veterans' and Military Affairs to develop a plan to move the Utah Air National Guard to Hill Air Force Base in item 139, Chapter 282, Laws of Utah 2014 not lapse at the close of Fiscal Year 2015. The use of any nonlapsing funds is limited to the same purpose as the original appropriation.

The Legislature intends that the Department of Veterans' and Military Affairs be allowed to increase its vehicle fleet by two vehicles for nursing home operations if funding for the vehicles comes from nursing home per diem payments.


No state funds are appropriated for State Approving Agency functions. The department funds the program's efforts and then receives federal reimburseement on a quarterly basis.
