FY 2016 Appropriation

The function of the Outreach Services Program is to gather necessary contact information on all veterans statewide and to make sure that they understand the types of state and federal benefits available to them by virtue of their military service. Staff also help them negotiate the challenges of applying for these benefits either with direct assistance from department specialists or by referring them to other veterans' service agencies with trained service officers.

Department outreach staff also participate in, sponsor, or otherwise support a wide range of activities, events, and ceremonies to remember, honor, and assist veterans throughout the state. They further participate in events and activities to connect veterans to needed services, such as job fairs, educational forums, homeless veterans events, and the like.

Veterans Information Systems Enhancements

Request for temporary manpower and technical assistance for a special data mining project on the department's current Veterans Information System. Intention is to go through 150,000+ discharge documents and extract numerous data elements that will enable DVMA to 1) have a much better picture of Utah veterans, 2) identify veterans that may be eligible for specific benefits, and 3) tailor information and marketing to specific veterans. The end result should be that a greater number of veterans will be aware of and helped to secure the benefits they have earned.
Appropriation Overview

During the 2015 General Session, the Legislature appropriated for Fiscal Year 2016, $1,015,200 from all sources for Outreach Services. This is a 27 percent increase from Fiscal Year 2015 revised estimated amounts from all sources. The total includes $982,100 from the General/Education Funds, an increase of 28.6 percent from revised Fiscal Year 2015 estimates.

Under terms of Section 63J-1-603(3)(a) Utah Code Annotated, the Legislature intends that appropriations provided for the Department of Veterans' and Military Affairs in item 2, Chapter 12, Laws of Utah 2014 not lapse at the close of Fiscal Year 2015.

Under terms of Section 63J-1-603(3)(a) Utah Code Annotated, the Legislature intends that appropriations provided for the Department of Veterans' and Military Affairs to develop a plan to move the Utah Air National Guard to Hill Air Force Base in item 139, Chapter 282, Laws of Utah 2014 not lapse at the close of Fiscal Year 2015. The use of any nonlapsing funds is limited to the same purpose as the original appropriation.

The Legislature intends that the Department of Veterans' and Military Affairs be allowed to increase its vehicle fleet by two vehicles for nursing home operations if funding for the vehicles comes from nursing home per diem payments.


During the 2014 G.S. the Legislature identified $467,400 in the Nursing Home program that could be replaced with federal funds in the Veterans' Nursing Home Fund (Fund 2380). As a result, the Legislature reallocated the $467,400 as follows: $383,400 to Outreach Services (with $74,600 to be used to hire a Veterans' Services Coordinator for Southern Utah); and $84,000 to the Military Affairs program.
