The Success Stipend (formerly known as Utah Centennial Opportunity Program for Education or UCOPE) was established to provide state-funded, need-based financial aid for Utah resident students attending public and private universities and colleges in Utah. The Success Stipend program currently has approximately $1.4 million in ongoing state appropriations. In order to keep pace with the increases in tuition and fees, the Board of Regents' policy (R510-3.8) states: "When the Board's higher education appropriation recommendations contemplate tuition rate increases, the Board will consider including a request for a related appropriation increase . . . "
During the 2015 General Session, the Legislature appropriated for Fiscal Year 2016, $1,391,200 from all sources for Success Stipend. This is a 0 percent change from Fiscal Year 2015 revised estimated amounts from all sources. The total includes $1,391,200 from the General/Education Funds, a change of 0 percent from revised Fiscal Year 2015 estimates.
