FY 2016 Appropriation

The Utah State Building Board oversees the prioritization of capital facility projects and allocates funds appropriated by the Legislature for the alteration, repair, and improvement of state facilities known as capital improvements. The Board also oversees two facility maintenance auditors and the Facility Condition Assessment program that to ensure adequate maintenance and condition of state assets.

Appropriation Overview

During the 2015 General Session, the Legislature appropriated for Fiscal Year 2016, $1,269,300 from all sources for Building Board Program. This is a 1.1 percent increase from Fiscal Year 2015 revised estimated amounts from all sources.

Statute

UCA 63A-5-101 defines the duties of the State Building Board:

  • Prepare a master plan of structures built or contemplated.
  • Submit to the governor and the Legislature a comprehensive five-year building plan for the state.
  • Amend and keep current the five-year building program for submission to the governor and subsequent legislatures.
  • Insure an effective, well-coordinated building program for all state institutions.
  • Make rules that are necessary to discharge its duties and the duties of the Division of Facilities Construction and Management, to establish standards and requirements for life cycle cost-effectiveness of state facility projects; and to govern the disposition of property.
  • Establish design criteria, standards, and procedures for planning, design, and construction of new state facilities.

Under the terms of 63J-1-603 of the Utah Code, the Legislature intends that appropriations provided for Building Board Program in Item 30, Chapter 282, Laws of Utah 2014, shall not lapse at the close of FY 2015. Expenditures of these funds are limited to facilities conditions assessments: $100,000.
