FY 2016 Appropriation

The Plant Industry line item includes the following programs: Grain Inspection, Plant Industry, Insect Infestation, Grazing Improvement Program (GIP), and Environmental Quality. The main purpose of these programs is to ensure disease and pest free plants, grains, seeds, as well as properly labeled agricultural commodities, and safe application of pesticides and farm chemicals. The staff also assists farmers and ranchers to protect and improve Utah's natural resources.

Appropriation Overview

During the 2015 General Session, the Legislature appropriated for Fiscal Year 2016, $7,184,900 from all sources for Plant Industry. This is a 21.8 percent increase from Fiscal Year 2015 revised estimated amounts from all sources. The total includes $1,223,900 from the General/Education Funds, an increase of 48.2 percent from revised Fiscal Year 2015 estimates.

The 2013 Legislature created the Plant Industry line item by transferring the following programs from the Administration line item: Environmental Quality, Grain Inspection, Grazing Improvement, Insect Infestation, and Plant Industry.

Under the terms of 63J-1-603 of the Utah Code, the Legislature intends that appropriations provided for the General Administration line item in Item 28, Chapter 5, Laws of Utah 2014, shall not lapse at the close of FY 2015. Expenditures of these funds are limited to: Capital Equipment or Improvements $100,000; Computer Equipment/Software $50,000; Employee Training/Incentives $60,000; Equipment/Supplies $100,000; Vehicles $40,000; Special Projects/Studies $600,000.
