Rep. Ward asked about the disproportionate impact of COVID on different communities. Nate Checketts and Michelle Hofman responded.
Chair Ray asked for information on the state's COVID vaccine finder, and Nate Checketts responded.
Rep. Judkins asked about COVID funds, and Nate Checketts responded.

Sen. Escamilla asked for information on the pandemic's impact on children, and Charri Brummer, Assistant Director, Division of Child and Family Services, responded.

Chair Ray asked about funding for juvenile justice services, and Tracy Gruber responded.

Darin Underwood, Deputy Auditor General, Office of the Legislative Auditor General (LAG), introduced August Lehman, Audit Supervisor, LAG, and Zackery King, Lead Auditor, LAG. August Lehman presented the report.
Sen. Escamilla asked if the audit considered federal law in its recommendations, and August Lehman responded.
Rep. Judkins expressed concern over services not being provided. Darin Underwood responded.
Tracy Gruber responded to the audit with the assistance of Angie Pinna, Director, Division of Services for People with Disabilities, DHS.
Rep. Ward moved to: 1. Approve all the actions recommended by staff in the column "Recommended Action" in the document entitled "Fiscal Note and Budget Item Follow-Up Report - FY 2021 and Other Years for Health, Human Services, and Workforce Services."; 2. Approve all the actions recommended by staff in the documents entitled "Budget Item PM Report - 2020 GS FY 2021"; 3. Approve all the possible motions in the column "LFA Comments" in the document entitled "Department of Health and Department of Workforce Services - Items Funded in FY 2021" and "Department of Health and Department of Workforce Services - Items Funded in FY 2021"; and 4. Direct the Department of Human Services to report to the Social Services Appropriations Subcommittee on the status of implementing the recommendations in "A Performance Audit of the Division of Services for People with Disabilities" during the 2022 General Session.
Rep. Ward assumed the chair.

Rep. Christiansen commented on the helpfulness of the audit.
Chair Ward commented on meeting performance measures.
Rep. Dailey-Provost commended the auditors and commented on the balance of using tax dollars for the best use and creating more bureaucracy trying to meet performance measures.
Tracy Gruber thanked the auditors and talked about the importance of performance measures.
Van Christensen, Internal Audit Director, DHS, cautioned against the overuse of performance measures.
Chair Ward talked about the importance of retaining staff, and Tracy Gruber agreed.

Rep. Peterson asked what the typical ambulance ride costs and how much the fire department recoups from insurance and government funding, and Brad Hannig responded.
