Stephanie Burdick, citizen, expressed concern about the decreasing number of people on Medicaid. She also thanked Chair Anderegg for his work as a Senator and as the chair of this committee.

4-Youth with Complex Behavioral Needs SSA Presentation
Chair Anderegg welcomed David Litvack, and expressed support for the Jewish community following the terrorist attacks by Hamas.
David Litvack, Deputy Director, Department of Health and Human Services (DHHS), and Abigail Acton, Director, Office of Innovation, discussed youth with complex behavioral needs.
Rep. Dailey-Provost asked if there is crossover with department experts and community stakeholders, and for the definition of professional parents. Abigail Acton and David Litvack responded.
Rep. Judkins asked several questions about policies regarding youth with complex behavioral needs. David Litvack and Abigail Acton responded.
Rep. Ward asked if there is a definition for complex behavioral needs. Abigail Acton said the department is working on creating a definition.

Sean Faherty invited committee members to fill out a general survey regarding topics for future study, motions, budget actions, and feedback for staff. Sean Faherty also presented the Annual Nonlapsing Report.
Rep. Judkins asked about funding for the Utah Sustainable Health Collaborative. Rep. Ward responded.
Rep. Judkins asked about the cost of changing signage due to the merger of the Department of Human Services and the Department of Health. Nate Winters, Deputy Director, DHHS, provided information on the cost of the merger.

Katie Russell, MD, Trauma Medical Director, Primary Children's Hospital, and Matthew Eyre, Manager of Utah Pediatric Trauma Network, discussed the program's success in helping smaller hospitals treat injuries in children.
Chair Anderegg asked who originated the program, why it isn't self-funded, and who will run the program. Katie Russell responded.
Rep. Walter commented on the benefit of the program.
Rep. Lesser asked what information would be included on the dashboard. Katie Russell and Matthew Eyre responded.

Sean Faherty introduced the Accountable Base Budget for Aging and Adult Services.
Rep. Judkins asked if the department wanted to comment on why the targets are unrealistic. Nels Holmgren, Director, Division of Aging and Adult Services, responded.
Rep. Ward asked for clarification of the charts, and Nels Holmgren responded.
Rep. Ward moved to approve the staff recommendations on slide pages 10 through 12 for the DAAS Accountable Base Budget Review October 2023.
Rep. Ward moved to approve the DHHS performance measure changes for FY 2025 on the document entitled "7b. DHHS Performance Measures for Approval and Action.FINAL" posted with today's materials as well as approving staff to prepare the 2024 Social Services Base Budget Bill with all appropriate technical changes such as dates and agency or division names as needed for all other DHHS measures included in 2023 GS bills.

Rep. Ivory thanked Chair Anderegg for his service, time, and passion as chair of the committee and as a Senator.
Sen. Escamilla also expressed appreciation on behalf of the Minority Caucus for Chair Anderegg's work.
Chair Anderegg said it has been an honor to serve with his fellow legislators and he treasured their friendships, but it was the right time to go.
Rep. Ward moved to adjourn.
