This program was created during the 2014 General Session under HB 96, which combined funding for two programs. One program is the High Quality School Readiness Grant Program intended to upgrade existing preschool programs to a high quality school readiness programs, and provide technical assistance for curriculum and teacher development. The second program is the Results Based School Readiness Contracts where the State has entered into a loan agreement with outside investors to fund preschool classes that prepare low income children to enter kindergarten grade ready. The investors are paid back only if the program works and at risk children do not utilize special education or remedial resources.
During the 2015 General Session, the Legislature appropriated for Fiscal Year 2016, $0 from all sources for School Readiness Initiative. This is a 100 percent reduction from Fiscal Year 2015 revised estimated amounts from all sources.
In addition to statewide compensation and internal service fund cost increases, the following appropriation adjustments were made during the 2015 General Session:
Under HB 96, $3 million is appropriated annually. The Legislature appropriated $200,000 ongoing General Fund into the Administration program of GOMB for the administration of this program. The other $2.8 million ongoing General Fund was appropriated to School Readiness Restricted Account, which is then appropriated to the School Readiness Initiative program in GOMB. Of the $2.8 million, $1.04 million is being awarded as grant funding and $1.5 million is being reserved for the loan repayment fund. The remaining funds will be used for an independent evaluator and grants program administrator.
