FY 2016 Appropriation

The Workplace Safety program was established in 1996 to provide free safety consultation services and promote workplace safety. Grants are available to local employers to upgrade their safety programs.

Appropriation Overview

During the 2015 General Session, the Legislature appropriated for Fiscal Year 2016, $1,136,100 from all sources for Workplace Safety. This is a 0.1 percent increase from Fiscal Year 2015 revised estimated amounts from all sources.

Number of Submissions to Poster Contest

The Workplace Safety program sponsors a "Take Safety Seriously " poster contest aimed at promoting safety awareness for Utah's future workforce. The contest is open to all middle and junior high schools, including charter and private schools. Cash awards are given to the winners as well as the schools that participate. The program's statutory authority is found in the following section of the Utah Code Annotated:

The division's budget breaks down into the following units:

  • Workplace Safety Consultation. The funding for all the units in the Workplace Safety program comes from the Workplace Safety Restricted Fund which accounts for an assessment on Utah workers' compensation insurance premiums. The Legislature approves the amount that can be transferred from the Restricted Fund to the program each year. This unit accounts for the miscellaneous general costs related to administering the program.

  • Workplace Safety Contracts. This unit accounts for the workplace safety contracts granted by the Workplace Safety program. This unit identifies and provides specific project funding to businesses, education institutions and community organizations with a desire to implement either new or existing safety programs in the workplace by improving awareness of workplace safety through workshops, OSHA training, specialized safety initiatives and by promoting collaborative safety training between organizations.

  • Workplace Safety Media. This unit accounts for the costs of a safety poster contest aimed at promoting safety awareness for Utah's future workforce. The contest is open to students in middle and junior high schools and includes charter and private schools. Awards are given to particpating schools and winning entries.

  • Workplace Safety Coordinator. The top 12 entries in the safety poster contest are included in the Labor Commission's annual safety calendar which is printed by Utah Correctional Industries. This unit accounts for the costs of media promotions.

  • Intent Language

    HB0003: Item 66

    Under section 63J-1-603 of the Utah code, the Legislature intends that appropriations provided to the Labor Commission in Item 21, Chapter 10, Laws of Utah 2014 not lapse at the close of Fiscal Year 2015. Nonlapsing funds shall be used for computer projects.


    Special Funds

    Workplace Safety Restricted Account. Created and authorized in UCA 34a-2-701. It is the sole source of revenues to the Workplace Safety program. It receives .25 percent of the total workers' compensation premium to the state, as outlined in UCA 59-9-101(2)(c)(ii) .
