Prior to the 2012 General Session, the USOE was divided into four appropriation units, of which Law, Legislation, and Educational Services was one. This broad appropriation unit is now accounted for within the new appropriation units.

During the 2015 General Session, the Legislature appropriated for Fiscal Year 2016, $0 from all sources for Law, Legislation and Educational Services. This is a 0 percent change from Fiscal Year 2015 revised estimated amounts from all sources.

Intent Language

The Legislature intends that the Utah State Board of Education use any nonlapsing balances generated from the licensing of Student Assessment of Growth and Excellence (SAGE) questions to other states to develop additional assessment questions and provide professional learning for Utah educators.

The Legislature intends that the Utah State Board of Education use the revenue bond savings of $264,700 from the Education Fund to support a portion of their Risk Mitigation Plan.


The FY 2010 actual nonlapsing of $4,798,100 does not match the FY 2011 beginning nonlapsing because of accounting changes:

  • Licensure changed from the Law, Legislation, and Educational Services program to the Teaching and Learning program; thus, drivers education credits were transferred to Teaching and Learning;
  • Federal Mineral Lease was accounted for in the Board program in FY 2010 and was changed to Law, Legislation, and Educational Services in FY 2011.
