FY 2016 Appropriation

The Olene Walker Housing Loan Fund provides funding for acquisition, rehabilitation, or new construction of the highest quality housing possible at a reasonable cost to insure that low and moderate income residents of the state have access to affordable, safe, decent, and sanitary housing. Loans and other financial assistance are made for multiple family rental properties, single family rehabilitation and home ownership assistance and for special needs housing for the homeless. These and other activities assist in improving the availability and quality of housing for low income persons statewide.

Appropriation Overview

During the 2015 General Session, the Legislature appropriated for Fiscal Year 2016, $21,134,300 from all sources for Housing Development. This is a 0.1 percent increase from Fiscal Year 2015 revised estimated amounts from all sources. The total includes $309,200 from the General/Education Funds, an increase of 3.4 percent from revised Fiscal Year 2015 estimates.

Statute

Statutory Authority for the Olene Walker Housing Loan Fund is found in UCA 35A-8-503 to 508. The statute sets up the requirements for distribution of state and federal funds. Funding is utilized for loans, grants, and education as provided in statute.

Intent Language

HB0003: Item 87

Under Section 63J-1-603 of the Utah Code, the Legislature intends that General Fund appropriations provided by Item 33 Chapter 13 Laws of Utah 2014 for the Department of Workforce Services' Housing and Community Development line item not lapse at the close of Fiscal Year 2015. The amount of any nonlapsing funds shall not exceed $1,000,000. The use of any nonlapsing authority is limited to general funds appropriated by the Legislature for building projects.


SB0002: Item 79

The Legislature intends that the Department of Workforce Services report on the following performance measures for the Housing and Community Development line item: (1) Ending Chronic Homelessness - offer housing to all chronically homeless individuals who want to be housed (Target = 9% reduction per year), (2) Utilities Assistance for Low-income Households - Number of eligible households assisted with home energy costs (Target = 35,000 households), and (3) Weatherization Assistance - Number of low income households assisted by installing permanent energy conservation measures in their homes (Target = 800 homes) by January 1, 2016 to the Social Services Appropriations Subcommittee.
