FY 2016 Appropriation

All grain may be officially inspected and graded to U.S. standards. These services are provided on a fee basis to grain elevators, flour mills, farmers, and others. Being funded mostly by Dedicated Credits, the program has some flexibility to adjust its size to meet the demands of the industry.

Appropriation Overview

During the 2015 General Session, the Legislature appropriated for Fiscal Year 2016, $0 from all sources for Grain Inspection. This is a 0 percent change from Fiscal Year 2015 revised estimated amounts from all sources.

Statute

Grain inspection services are provided under authority of UCA 4-2 and under the authority of the Federal Grain Inspection Service.

The 2013 Legislature removed the Grain Inspection Program from the Administration line item and included it in the newly established Plant Industry line item.

Intent Language

HB0003: Item 121

Under the terms of 63J-1-603 of the Utah Code, the Legislature intends that appropriations provided for the General Administration line item in Item 26, Chapter 5, Laws of Utah 2014, shall not lapse at the close of FY 2015. Expenditures of these funds are limited to: Computer Equipment/Software $35,000; Employee Training/Incentives $140,000; Equipment/Supplies $75,000; Special Projects/Studies $250,000.
