Appropriation Overview

During the 2015 General Session, the Legislature appropriated for Fiscal Year 2016, $6,958,500 from all sources for Region 4. This is a 2.5 percent increase from Fiscal Year 2015 revised estimated amounts from all sources.

Region 4 is organized into the following major Divisions: Administration, Preconstruction, Project Management, Materials, Operations, and Maintenance and Construction. Each division performs many important functions for the fourteen counties that they serve. They coordinate environmental challenges, right of way acquisitions, traffic safety, preconstruction services, project management, communication, and local government coordination as they plan and construct highways.

The old Richfield, Price, & Cedar administrative districts have been consolidated into the Region Administration. The expenditures for FY 2010 and appropriations for FY 2011 are shown separately under the administrative districts, but since FY 2012 appropriations have been under the Region 4 Administration.

Under the terms of Utah Annotated Code 63J-1-603(3)(a) , the Legislature intends that appropriations provided for Region Management in Item 5, Chapter 4, Laws of Utah 2014, not lapse at the close of Fiscal Year 2015. The use of any non-lapsing funds is limited to Region Management ($200,000).
